The Value of an Additional Slot at Capacitated Airports - A Joint Research Project by the Hebrew University and the Fisher Institute
A joint research project examining the value of an additional slot at capacitated airports was conducted jointly by the Hebrew University's Business School and the Fisher Institute. The research was funded by the Yehudit Teller Foundation of Toronto, Canada and the Canadian Friends of Aviation and Space in Israel. The research focused on determining the value of supplementing flights at already capacitated airports. In other words, the research studied the possible results of increasing aviation traffic in airports which have reached their capacity limit. The research examined two different aviation environments: European airports which use the Slot time system (preplanned time windows for dispersing air traffic) and North American airports which do not use this system but rather employ the principle of First Come, First Served. A mathematical research model was constructed within the framework of the study which examined the relationships between the capabilities and limitations of aviation runways, ground infrastructure (terminals) and other factors vis-a-vis the profit derived from increased traffic and the loss incurred as a result of delays and other problems emanating from increased traffic.
A large base of statistics was amassed for application in the mathematical model. Initial results, relating to profit and loss models from different perspectives, such as airports, airline companies and also vis-a-vis the public, were presented at two international conferences. The model can be applied to specific airports, while taking into consideration safety issues which will transform the model into a powerful decision-making tool. As part of the research project, the model was applied in Ben Gurion Airport, and there were some interesting results. We intend to  distribute  the study among the scientific community and the general public in the near future
